Agoda says to waive all fees on cancellation. Does this means full refund for my booking?

I have made a hotel booking under non-refundable terms and has fully paid for it. Agoda gave the free cancellation option but not sure what it means.

Yes. Free cancellation = full refund. If you don't feel settled, feel free to message your hotel and they should reassure you that Agoda will handle it on their end.
