Nope, unless thru their course of employment they encounter into confidential information & engage in "insider trading", which is a conflict of interest.

Of course! There is no reason why a person in the civil service cannot invest his/her hard earn cash.

However, with that said, I’m pretty sure he/she would have to somehow declare their investments / assets to their Organization for transparency of financial indebtness, though.
