"Looking at the stock price is not investing" - Warren Buffett

You have to study the underlying business. If you do, you will realise banks are extremely cyclical and it is not unexpected for their stock to take a long time to recover.

Do note many invest in them for dividends, the falling stock price only increases the dividend yield and presents opportunities for bulls to add more shares.

The is no clear downtred. And the firm is cyclical, meaning it is likely to go up and down with the economy. DBS is a strong local company with governement affliation. The cheaper it gets, the likelier to profit off in the future.

However, it is not known when it'll rise significanty again due to low global interest rates in the foreseeable future.
