Looks like tighter measures or circuit breaker might happen in the upcoming months... how will this affect me if I'm looking to buy a resale flat?

Will viewings be allowed? If so, how many can happen and who checks this? And how do sellers and buyers move houses during this period of Phase 2 (Heightened Alert)?

They start looking to the resale market instead and turn into your competitors for buying houses. This drives up the price of resale flats. Cooling measures will reduce your buying power, meaning that if you don't have the cash for it, you'll be priced out of the market.

Whether or not viewings will be allowed, you should ask the agents as they'll be the ones who are being regulated.
