If you need the money now, then surrendering is the only option.

Otherwise, the best time to surrender is when one of the following event occurs to your investment portfolio:

  • Reached your profit level;

  • No longer fulfil your investment objective

For the question on whether to do it now or when the market is better, the real question is, "is there really a best time to surender your portfolio?" Above all, investment yields only non-guaranteed returns and nobody is capable enough to give you responsible advice on predicting the future market.

Therefore, you should evaluate your portfolio to determine whether it has attained your profit level. Conversely, surrender it if it is not capable to fulfil your investment objective anymore.
