I am thinking of investing 40k into VWRA. Should I do it in a lump sum or DCA over a few months? Some were saying the stocks will rally after the US presidential election so lump sum will be better?

No, U.S. election results do not have lasting effect. stretch it to 4 x 10000 quarterly.
