Given the limited potential for use on travel at the moment, is this card worth keeping? The annual fee is due soon so wondering if I should pay it and get 10k miles (which I can convert for free)?

Additionally – I actually have ~$350 of extra credit on this card (from a refunded flight booking); will the annual fee just be deducted from that amount if I don't do anything?

Can try ask for the waiver if not possible then cancel it. Before cancel remember to transfer your bank point which is free transfer.
