For payment in foreign currencies, best to use Youtrip / Revolut card (free to apply, top up and works like debit card) as they use market rate with no extra charges and sometimes the rate even better than money changer.

If you wish to transfer $ overseas, can consider Revolut or Transferwise.

Yup! There will be administration fees of 3.25% of the transaction amount. Also, all visa debit card transactions effected in Singapore Dollars and processed in a foreign currency will have international processing fees of 2.8% of the transaction amount.
