Depends. If it's airmiles card, usually no if you want the points to Accumulate. For most of the common cards like UOB, citibank and DBS, they are usually very willing to waive it. Not sure if their protocol will change now. Due to covid19

Doubt they will be able to waive the annual fee purely because it is AMEX Platinum CC. As there are goodies for signing up or renewal. But do give AMEX a call and see what they can offer if you are renewing, i have been with them for 20yrs and i really like their customer service. It feels a lot more personal as compared to the rest of bank CC company customer service, though the CC might not be as widely accepted as compare to VISA & Master.
