The applications for February 2023 BTO projects have launched!
This time around, there are more than 4,400 flats on offer with projects in Kallang/Whampoa and Queenstown for the mature estates and Jurong West and Tengah for the non-mature estates.

This time around, there are five sites in total for the February 2023 BTO launch with three projects in mature estates and two projects in non-mature estates.

How Often Does HDB Launch BTO Flat? BTO Sales Launch Explained
Before we begin, it is important to remember that HDB releases BTO sales launches four times a year in February, May, August and November. This means you have four chances a year to apply for an HDB BTO flat.
That being said, the second BTO sales launch of 2023 occur sometime in May.
How Long is the Waiting Time for BTO?
And if you were wondering, HDB has stated that the ‘average waiting time of a BTO project is about four to five years.
Is There a Maximum Income for BTO?
One more thing.
If your total gross monthly household income exceeds $14,000, you cannot apply for a BTO.
HDB BTO Feb 2023 Mature Estates: Kallang/Whampoa Rajah Summit (510 units)
First up we have the Kallang/Whampoa area. For this area, there will be two sites and a total of about 1,770 units up for grabs.
At the Kallang/Whampoa Rajah Summit, we have 510 units.
The first of the two Kallang/Whampoa sites is located along Jalan Rajah road overlooking the Kallang River, with about 510 units of 3R and 4R flats on offer.
In terms of location, this BTO site is not ideal as you need to walk about 14 minutes before reaching Toa Payoh MRT. But if you own a car, the CTE and PIE are not too far away.
There are also a bunch of lifestyle and sporting amenities like Toa Payoh Swimming Complex, Toa Payoh Sports Centre, Toa Payoh Stadium, Toa Payoh Town Park and Toa Payoh SAFRA nearby. For your shopping needs, there is Zhongshan mall.
If you are a parent or want to have kids in the future, you might like this site as there are many Primary and Secondary schools within a 2km radius. This includes schools like:

HDB BTO Feb 2023 Mature Estates: Kallang/Whampoa Farrer Park Fields (1,274 Units)
Whereas the second Kallang/Whampoa site is located between Little India and Farrer Park MRT along Farrer Park Road,
There will be about 1,274 units of 2R Flexi, 3R and 4R flats.
This BTO project is under the HDB Prime Location Public Housing (PLH) scheme as this site is closer to the city’s centre.
In terms of location, this BTO site is great as it is just a five minutes walk away from Little India MRT and an 11 mins walk from Farrer Park MRT. Drivers take note that the closest highways are the CTE and PIE.
As for amenities, the site is near Farrer Park ActiveSG Field, Tekka Centre, Little India Arcade, Little India Bus Terminal and KK Women’s and Children’s Hospital (KKH). This site is also near schools like:

- St. Margaret’s School (Primary)

HDB BTO Feb 2023 Mature Estates: Queenstown Ulu Pandan Glades (732 Units)
Next up, we have the other mature estate BTO site in Queenstown.
For this site, there will be about 732 units of 3R and 4R flats.
The name of the BTO site might throw you off a bit, but the BTO is actually located between Dover and Buona Vista MRT overlooking the Ulu Pandan Canal. Given the site’s prime location, it is likely to be classified under the PLH scheme too.
Drivers can look to access the AYE and PIE from this BTO site.
This February 2023 BTO site is also near amenities like The Star Vista, Rochester Mall, Ghim Moh Road Market, Holland Village, Ulu Pandan Community Club and the Ulu Pandan Park Connector.
If you are looking to have kids or already have them, this BTO site is located near kids

HDB BTO Feb 2023 Non-Mature Estates: Jurong West Crystal (271 Units)
Now we move on to the non-mature estate BTOs.
This round, all 4-room flats in the non-mature estates of Jurong West and Tengah are priced below $400,000 before grants.
The first of the non-mature February 2023 BTO sites is the Jurong West Crystal, which features two residential blocks of 18 storeys with 271 units of 3R and 4R flats on offer.
The nearest MRT is Pioneer, which is just a six minutes walk away. Drivers can head to the PIE and AYE easily from this site.
Future residents can also access amenities like Jurong West Sports Centre, Pioneer Mall, Pioneer Polyclinic and Yunan Park.
In terms of schools, there are not as many schools close by as the other sites as there is only Jurong West Primary School, Xingnan Primary School, West Grove Primary School and Westwood Primary School nearby.
HDB BTO Feb 2023 Non-Mature Estates: Tengah
Lastly, we have the Tengah Brickland Weave with 1,641 2-room Flexi, 3-room, 4-room and 5-room flats.
The Tengah estate and neighbourhood are located within the West Region of Singapore.
From Tengah, you will find Choa Chu Kang to the Northeast, Jurong East and Jurong West to the South, Bukit Batok to the East and the Western Water Catchment to the west and north.
The current name is taken from the old maps, where the area was named Teneh or Tengah, which means centre, central or middle in Malay.
Back then, when Singapore was a mere fishing village, Tengah was filled with farms, villages and plantations. It was later converted to a restricted military training area.
The neighbourhood has since been set aside for future housing developments, making it the newest HDB town after Punggol.

As for the February 2023 BTO Tengah site, the nearest MRT is Choa Chu Kang West which is a 15-minute walk away. Currently, there aren’t many amenities nearby as the closest shopping centre is Keat Hong Shopping Centre. But, you’ll see more amenities when the place is built up.
If you are a motorist, the KJE and PIE are nearby.
Parents or parents-to-be can also look forward to sending their kids to:
